If the enhancement of teaching practical skills training is requested at the graduate level, effective coordination between the local government and schools and universities to be a place for the practice becomes more and more important. In the flow of quality assurance of school education and teacher training, from the mid-1980s, efforts under the keywords the PDS (Professional Development School) have been made in such groups and organizations more than one in the United States. Therefore, we visited Maryland state, which has been working in an organized manner to create a consortium, in order to investigate the efforts of PDS in February 2013. As a consequence, partnership of the Board of Education and Colleges and Schools involved with the PDS, is advancing the empirical research on the effects of these efforts. For example, it was found that the device of the system and method (edTPA) had been adopted in PDS partnership as the quality assurance.
