It is a kind of evaluation approach which involves the program' s stakeholders in the process of evaluation. Through the Participatory Evaluation, stakeholders can get the ability of self-determine and the mind of program ownership. However, Participatory Evaluation is not popular in the area of educational evaluation. There are not so many educational evaluation methods which involving stakeholders, except for Portfolio Conference. So, in this article, I verified whether there are any significances of Participatory Evaluation in educational evaluation and what they are. There are some kinds of approach which is called "Participatory Evaluation". Among these, I focused on Empowerment Evaluation, which is suggested by Fetterman, D. M.. It considers that empowering stakeholders of the program is the most important thing. Specifically, it firstly aims to get the stakeholder's ability of self-determine and their ownership through the program implementation and evaluation by themselves. Empowerment Evaluation contains the following concepts; (1) improvement, (2) community ownership, (3) inclusion, (4) democratic participation, (5) social justice, (6) community knowledge, (7) evidence-based strategies,(8) capacity building,(9) organizational learning,(10) accountability.
