| 内容記述 | In the Philippines society, there are efforts being made toward ensuring civil rights of disabled persons during the UN Decade of Disabled Persons, 1983-1992. This particular paper attempts to discuss the effors of the disability legislations and policies in the Philippines. The final year of the UN Decade of Disabled Persons, 1992, the significant law for disabled persons, the Magna Carta for Disabled Persons, was passed. The Act provides for the rehabilitation, self-development and self-reliance of disabled persons and their integration into the mainstream of society and for other purposes. The significances of the Magna Carta lies in the following points. 1) It defines the rights and privileges of disabled persons in the area of employment, educatiton, health, telecommunications, accessibility, and social services. 2) It recongnizes and supports the excerise of political and civil rights, including the right to vote, organize and assemble. 3) It defines and prohibits the conditions that constitute discrimination against disabled persons in the field of employment, transportation, and public accomodations. 4) It includes other provision to housing, tax, government supports of NGOs for/of the disabled. Although many problems of disability remain unsolved as well as economic recovery in the Philippines, the government and private sectors stand at the historical start point for ensuring the civil rights and privilledge for disabled persons. | |||||||
