内容記述 Since the declaration of the United Nations Decade for Human RightsEducation came into effect on the 1st of January 1995, marked efforts have beenexpected in Japan so as to plan and enforce various kinds of programs onthe basis of human rights education. A rigorous examination of Dowa education, which has been a pioneer of human rights education, provides us with a significant backgrounds for seeking for a new and effective method to foster human rights. On the basis of the strategies of compensation, local gevernments have assumed responsibility for offering seminars and lectures on anti-discrimination issues as well as for controling the financial budgets for such programs. In spite of their efforts, however, a lot of people strictly avoid the human rights questions and even reject a studious discussion on the issue. Matter-of-fact and pedantic lectures and excesssive government-oriented activities have dampened citizen's interest to protect civil rights. High-level self-determination as wellas the promotion of action-based programs should be more emphasized now. With such background in mind, we deal with volunteer activity as apractice of human rights education. Through the investigation into volunteer groups and three case-studies of teaching Japanese to foreigners, some remarkable features of the activity are pointed out below. First, the volunteers are self-motivated and no activity is under compulsion. Second, the groups are open to everyone who is interested injoining, and the members are equal in social standing. The process of volunteer activity is in itself democratic and respectful of democracy and human rights, thereby enabling the group to make effective use of each member's ability. Third, volunteer work puts a great emphasis on public-spirited action, so that the participants come to recognize that the key to solving social problems is in thier own hands. Communicatingwith the foreigners, the volunteers direct their notice to the problems that the foreigners have confronted. Then, they themselves start to takeaction and give a direct support to the foreigners as well as make some proposals to local governments to improve the foreigners'life in Japan. From a viewpoint of lifelong education, more people are now concerned with various volunteer activities. In this sense, we believe that volunteer activity makes a most interesting and valuable contribution to the advancement of human dignity and tolerance.
