 note = {The number of public schools are declining in Japan and Japanese government is supporting this trend. There are serious problems, however, in the decrease of rural small schools in terms of regional diversity. This study considered the current state of educational system in rural small schools in Kunigami Village, Okinawa Island, Japan. A survey was conducted mainly at education board of the village, and small elementary schools. The results identified that building an educational system as a municipality is a key to sustain rural small schools.},
