Previous studies have claimed that Taisho New Education was accepted by teachers throughout from the late 1910s to the 1920s. Although these studies mention the rise of concern about "lives", they do not analyze the changes before the First World War. Then this study sees a confused situation of teachers' thinking over the educational philosophy in the early 1910s. As conclusion, this paper points out two things. First, "Personality" became the issue in the educational studies during that time. Second, local educationists uniquely interpreted Western educational thoughts to look at the controversy over Japanese education objectively since 1900s.
