Chapter 1 shows that the child and youth support in Japan has been in a situation without any paradigms. This situation results in three deficits: 1) a deficit of comprehensive third institutions, 2) a deficit in professionalism, and 3) a deficit in systemic theory. Chapter 2 describes three roots of child and youth support policies and measures (youth education, youth policy, welfare policy for working youth) and asserts that child and youth support should be situated as the third institution in relation to the two institutions of family and school. Regarding the academic deficit, Chapter 3 considers the background in which various academic theories and practices such as youth pedagogy and out-of-school education theory have not been enough to construct the framework of child and youth support due to a primarily school-centered approach. As for the deficit in professionalism, Chapter 4 deals with the history of school training and in-service training programs for the enhancement of professionality. This history shows insufficiencies in terms of systemic theory, ethical codes, training programs, and the social acknowledgement of child and youth support as a profession. It deals with their current difficulties, which are carried out based on current conditions in the youth support profession. In the end, this paper shows that the conditions of the child and youth support profession has a great deal to do with systemic theory construction, the education and training based on it, the authority resulting from it, the ethical codes and community sanction obtained through those practices, and the professional culture that maintains and develops their organization as professionals.
