However the government strategy was to put importance on economy rather than welfare for the handicapped. In 1964, the National Association of Severely Physical and Intellectual Disabilities was organized and began to lobby aggressively. The association negotiated with the government officials to achieve the demands of families with profoundly/severely handicapped children and persons.\nTheir claims were to enact the new comprehensive welfare law which includes those profoundly/severely disabled persons. This claim movement was followed by the administrative orders. In 1963 and 1966, welfare authority of the government issued the official orders to make clear who the target of the policy were. According to these orders, the profoundly/severely disabled who would be treated in the facility and hospital were too intellectually and physically handicapped children for the existing facility and families to provide care or treatment, excluding blind-retarded, deaf-retarded and deaf-blind children. This orders covered those children who had fallen into the niche of Child Welfare Law, which had a categorical strategy to provide rehabilitation and welfare for children only under 18 years of age with special needs.\nThe government policy was molded by economic needs rather than needs of those persons. That means that empty wings of national sanatoriums was transformed into facilities of those persons and the government also began to establish a national colony/institution which was to provide custodial care to them permanently.
