内容記述 This study aimed to elucidate the types of difficulties being confronted by public school administrators, especially vice- principals, according to the system implemented in high schools in 2018. The current system requires administrators to guide students through class distribution. A survey comprising two types of multiple-choice questions was administered to high school teachers nationwide in 2011. The teachers were also asked two open-ended questions originally established for this study. They were further questioned about problems and were invited to seek clarifications. The questionnaire items on types of selection yielded the following four features: business, shortage of supporters, lack of understanding and cooperation from protectors, and unfamiliar support methods. No significant changes were found compared to 2011 apropos the inadequate knowledge evinced by teachers and staff members. Around 10% of students required additional support despite recent advances in discussions within schools. Further, answers to the free description questions revealed problems such as lack of space for teachers, paucity of knowledge, absence of cooperation within and outside schools, and the need for assistance after students entered high school. Teachers desired awareness of specific methods support suited to their students, assessments, achieving cooperation within and outside the school, and offering better support to parents. High schools in which more than 21% of the students needed support faced the common problem of deficiencies in parental understanding. The difficulties confronting administrators were examined in view of the above outcomes to seek an ideal way of ensuring cooperation within and outside schools and to suggest a model apt to the context of aiding guardians. The insights offered by this study can help schools institute programs that allow them to confront prospective challenges with foresight, from the elementary and junior high school stages.
