The strategic responses vary in active organizational resistance from passive conformity to proactive manipulation. It is suggested that the current status of comprehensive sport clubs in Nara Prefecture is the “maturity” as the number of participants continues to grow, but the speed begins to slow down. In order not to advance to the saturation period (stagnation), which is the next stage of the maturity period, it is necessary to increase the number of installations in the Yoshino area and the eastern area of the prefecture and solve the problems of securing own financial resources. Many of the strategic reactions of the four clubs used manipulate strategies, and many independent activities were carried out.
