| 内容記述 | School Education Law which deals with the organization and management of the school system says that prefectural governments have to establish the special schools for the pupils with disabilities. It also rules that cities, towns and villages can set up special classes for the handicapped pupils in elementary and secondary schools. Cities, towns and villages administrations, however, established the special schools, responding to the demands of parents with the handicapped children. In the other hand, prefectural governments didn’t follow the regulations of School Education Law. That means that the numbers of special schools founded by local municipalities got over more than prefectural special schools until the year 1972. After the year prefectural governments began to set up the special schools for intellectual disabilities. In this article we selected three prefectural governments of Gunma, Fukuoka and Ohita which prepared the special schools earlier than any other prefectures and followed the histories of municipal special schools in these prefectures. The municipal special schools in Gunma and Ohita Prefectures transformed into prefectural special schools just before the national government decision which ordered prefectural governments to conform to School Education Law and set up the special schools for all the disabled including the severely disabled pupils who were excluded from schools. Fukuoka prefectural government, however, preferred to not to change the municipal special schools into prefectural special schools. Fukuoka and Kitakyusyu Cities are the cities which holds many local municipal special schools even today. When public schools are supported by the locals, they are effective and responsive to the needs of the local residents, including the handicapped students. Municipal special schools were such a small sized special schools to support the disabled pupils. Most of them, however, changed into prefectural special schools just before the compulsory attendance regulation of the handicapped was effectuated. This transformation occurred under the educational centralization policy of national government. The educational centralization is the efficient way of administrative practices but the policy has many defects for the handicapped to lead their lives in localities. | |||||||||||||
