The model was proposed in order to establish sport clubs that are deep-rooted in the communities, and provide members with many kinds of sport program services according to the levels of their sporting skills. The local government of Nara prefecture is going to propose a plan of sport promotion, and this plan is supposed to include measures to establish comprehensive community sport clubs. Therefore, in this study we take up three pioneering sport clubs, Yoshino Sport Club, Senzai Koku Yuyu Sport Club and Heijoh New Town Sport Association in Nara prefecture, and examine the actual state of the clubs and identify any problems. It is explained that Hejoh New Town Sport Association was established by the residents of the district twenty-five years ago and has been well organized in cooperation with the resident associations. Compared with Heijoh New Town Sport Association, both Yoshino Sport Club and Yuyu Sport Club are administered by the government offices of the towns. Yuyu Sport Club has another problem which is that the existing sport clubs for boys and girls don't cooperate with Yuyu Sport Club.
