We reviewed the number of children who were learnining in special education settings (special schools and special classes in regular schools) in Nara prefecture, 1977-2002. Both the number and the percentage of the children who were learning in the special classes was high, but the percentage of the children who was learning in special schools was, although it increased in recent years, still lower than the national average. Then, we examined the increases in recent years, and low percentage of the children who are learning in special schools in Nara prefecture. The increases of the number and percentage of the children in the special school were mainly based on the increases of children in the special schools for the intellectually disabled. These increases happened in all three schools in Nara prefecture, and it was based on the increases in all of elementary, lower secondary, and higher secondary departments of these schools. When we examined the differences of these percentages between the localities, we discovered the different tendencies, in 1996-2002. First, in the localities where the special schools were, the percentages were consistently high. Second, in the localities around the special schools, the percentages increased in this period. Third, in the localities where the special schools were distant, the percentage remained low levels or decreased. In the end, we estimate the necessary scales of special schools in Nara prefecture using the national average percentage of the children who are learning in special schools and that percentage of Tenri city where the percentage is highest in Nara prefecture, and argue that it is an urgent problem to establish two or more new special schools in Nara prefecture. |
