| 内容記述 | This article reviews the history of accidental contacts between visitors and the deer of Nara in Nara Park and discusses the tasks of dealing with this problem. In a tourism business where a lot of stakeholders are involved they had better take preventive measures（ safety measures and ex-post measures） in cooperation with one another. Yet, those who are involved in this problem have failed to work together for dealing with this problem for many years. There are three main reasons. First, there was an attitude, especially among public administrators, that only those who have legal responsibility for an accident should take preventive measures. Second, there was a concern that disclosing risk information as a safety measure might discourage people from visiting Nara city. Third, trade-off relationship between safety measures and other requests as a tourist site exists, giving priority to the latter occasionally. This article examines how these problems in Nara Park are gradually solved by examining historical background of cooperation among stakeholders. I also offered my view on measures to promote safety measures further. | |||||||
