内容記述 In Sakai City, Osaka Prefecture, education and welfare for children with disabilities has been developed since the end of the World War II. This paper presents that the policy for children with disabilities in Sakai City is characterized by the expansion establishing the city's own special school for the disabled and the day care facility, which was linked to the policy of the national government and Osaka prefecture government in order to guarantee the rights of education and welfare of children with disabilities. It summarizes the development of the measures providing education and welfare services for all disabled children dividing the six periods. Especially, this paper focuses on many efforts for guaranteeing lives and rights of children with disabilities before the implementation of the mandatory school for disabled children in 1979. In the process of building these policies and systems, parents who have children with disabilities, teachers, and related persons raised their voices, and expand movements for various rights related to welfare and education. Under the efforts of those peoples, the administration of Sakai City had also taken public demand as a public responsibility and had been proactively implementing measures for children with disabilities.
In this paper, also clarifying the outline of the process of the formation and development of welfare and education, the main documents were cataloged to summarize the welfare/education for children with disabilities in Sakai City.
